The Resolution Foundation welcomes the national roll out of the Money Made Clear. The Foundation has been championing the ‘advice gap’ that low earners face and is delighted that a financial advice service geared towards vulnerable consumers is being realised. Now, more than ever, low earners are in need of help before they miss their first payment. The Foundation has always advocated that Money Made Clear was run by an independent body and the Consumer Financial Education Body is an opportunity to deliver on that at a time when independent advice has never been more important.

Councils can play a greater role in supporting individuals who are ineligible for state funded care to access the equity in their homes to pay for their care. Many low-income households lose out in the current care and support system as they are too rich to qualify for state support, having over the threshold of £23,000 of equity in their house, and too poor to meet care costs out of their relatively low incomes.

Two new reports published today show that low earners have struggled more in the recession because of their exposed and overlooked position compared to both benefit dependent groups and higher earners. This leaves them more susceptible to falling into the benefit-dependent group in the spending squeeze to come.

The Resolution Foundation works to improve outcomes for the 7.2 million low earner households in the UK. In the lead up to the next general election we want to understand what issues motivate low earners to vote and for whom, especially as they make up a third of the electorate.
To this end, the Foundation is holding low earner select committees in three marginal seats with a high proportion of low earners to explore what issues low income households are concerned about. It will also give their local prospective parliamentary candidates (including the sitting MP) an opportunity to listen and join in the discussion about what they might do as their MP.
We are supporting this work with national polling of low earners. Previously our polling data has shown that low earners are more likely to vote for minority parties and not vote at all compared to the general population.
We have just held our first hearing in South Thanet which is home to the second highest numbers of low earners in the country. It was a great meeting and more information will follow.

The recession risks driving the UK’s 14.3 million low earners closer to crisis as the downturn compounds their already vulnerable position. This is particularly true for the 7.2 million working low earners who will continue to be exposed to job loss long after the recession is technically over. If low earners are not supported to maintain their position in work or helped back into work quickly they are at risk of falling over the cliff edge and into dependency on the state.
