Who Gains from Growth? Living Standards to 2020

Living standards for Britain’s low and middle income households will be lower in 2020 than they were a decade earlier even if growth returns. Households in this group are set for income falls of between 3 and 15 percent from 2008 to 2020. Who Gains from Growth? examines the changing structure of the UK jobs market in tandem with the effects of the tax and benefit system. It produces the most sophisticated modelling yet of the prospects for low to middle income households in the recovery.

She examines what skills policy can do to help those on low to middle incomes boost their earnings potential. The paper highlights that those in the low to middle income group generally hold low and intermediate skills, which are not in demand in the current labour market. She examines why this is the case and explores which policy solutions would bring about future change.

In recent years, research and policy activity has primarily been concerned with the numbers, experiences and trajectories of apprentices and university students, or with the lives of ‘spectacular’, more obviously economically marginalised groups of young people who are entrenched in issues of social exclusion and deprivation. Many young people with level two and level three qualifications, however, directly enter the labour market. This sizeable but unspectacular group remains overlooked by policymakers as well as researchers.
