A tough gig. Can policy keep pace with a changing workplace?

From the rise of the gig economy and self-employment, to zero-hours contracts and agency work the modern workplace is changing rapidly. But the policy response to these huge shifts – from employment rights to the taxation of profits and pay – has been slow to catch up.

Where does policy need to change to reflect a changing world? And where do new working practises simply expose issues that should have been addressed before anyone had heard of Deliveroo or apps? Can we raise the quality of new atypical work without compromising on the impressive quantity of work across Britain?

At an event at its headquarters Resolution Foundation presented new research on the implications of labour market shifts for individuals, the state and the wider economy. A panel of experts – including RSA Chief Exec and Chair of the government’s review of modern working practises Matthew Taylor – then debated these issues, followed by a Q&A.
