City living on the eve of devolution

Which cities have seen rising living standards and who has benefited?

Major cities across England are about to be given new economic powers and new leadership through democratically-elected Metro Mayors as the latest phase of devolution takes place.

But are cities the engines of growth, or the engines of intra-city inequality? What are the big issues that new Mayors promising a new era of inclusive prosperity will face? And do they have the powers they need to boost local living standards?

At an event in Westminster to launch a major new investigation into living standards across our major cities, former Northern Powerhouse Minister Jim O’Neill made a keynote speech about how Cities can drive inclusive growth. A panel of experts then responded to issues raised by Lord O’Neill and the Resolution Foundation’s new analysis, before taking part in a Q&A.
